The present report contains the findings and recommendations of the International
Independent Expert Mechanism to Advance Racial Justice and Equality in Law Enforcement
following its visit to Belgium, undertaken from 2 to 11 June 2025 at the invitation of the
Government and pursuant to Human Rights Council resolutions 47/21 and 56/13. The visit
was focused on good practices and challenges faced by Belgium in advancing racial justice
and equality in the context of law enforcement and the criminal justice system, with a focus
on Africans and people of African descent.
The delegation held meetings with government officials and representatives of law
enforcement agencies, oversight bodies and other stakeholders, including civil society
organizations, and visited a criminal detention centre and an administrative detention centre
for migrants. It listened to testimonies from affected individuals and communities.
