In this report, the United Nations High Commissioner for Human Rights highlights the importance of the right to participate in public affairs for people of African descent. This right is crucial for informed decision-making based on their experiences and expertise, as well as for achieving racial justice and equality. The report also discusses actions taken by various authorities since July 2022 to promote participation and address the challenges faced by people of African descent.
The High Commissioner calls on States to demonstrate stronger political will by taking concrete measures to effectively implement this right. He urges them to use upcoming landmark moments to accelerate action and adopt comprehensive, evidence-based approaches that encompass legal, policy, and institutional measures to combat systemic racism. This should be done in collaboration with meaningful participation from people of African descent.
Additionally, the report includes a guidance note that addresses the specific challenges faced by people of African descent in non-electoral contexts. It encourages State action to develop tailored responses and ensure their right to participate through an intersectional approach.
